Refund Conditions

Cash App

  • Refunds must not have an amount greater than the captured amount on the original payment.
  • Refunds are linked to a previously captured Cash App Pay Payment.
  • Customers seeking a Cash App Pay refund must request it directly from the merchant.
  • Transaction fees will not be returned to the Payment Service Provider (PSP) in the event of a refund.
  • Refunds may be declined if the customer's Cash App account is deactivated.
  • Refunds may be declined if the merchant is deactivated or their onboarding has not yet completed.
  • Refunds may be declined for compliance reasons, including violation of Cash App Terms of Service, Program Rules, or applicable laws.
  • Refunds may be declined if the requested amount is too high (above maximum refund size) or too low (below $0.01 USD).

Zelle

  • Unauthorized transactions (account hacked, no permission given) are covered under Regulation E and banks are legally required to refund the money.
  • Qualifying imposter scams — where a criminal poses as a government agency, bank, or service provider — are eligible for reimbursement under the June 2023 Zelle network rule change.
  • Payments sent to recipients already enrolled in Zelle are instant and generally irreversible from the app.
  • Payments to unenrolled recipients can be canceled before the recipient registers with Zelle.
  • Willingly sending money for goods or services that turn out to be scams (concert tickets, marketplace items, puppies) is generally NOT covered by banks.
  • Each bank interprets the imposter scam reimbursement rules differently — qualification criteria vary by institution.
  • You must file your dispute with the bank or credit union where you are enrolled in Zelle, not with Zelle directly.

Refund Steps

Cash App

  • To refund a payment directly in the app or on cash.app: Go to the Activity tab, Select the payment you’d like to refund, Choose Refund, Press Confirm.
  • For Cash App Pay refunds, customers must request a refund from the merchant directly.
  • To receive the refund the Cash App account of the Customer must not be deactivated.

Zelle

  • Act immediately — do not wait for the transaction to clear or settle.
  • Call your bank's official fraud department using the phone number on the back of your debit card (never use numbers from suspicious texts or emails).
  • File a formal dispute with your bank and explicitly mention the 2026 imposter fraud reimbursement protocols if applicable.
  • Submit all evidence: screenshots of texts, emails, call logs, and any communication with the scammer.
  • If the recipient has not yet enrolled in Zelle, cancel the pending payment directly in your banking app.
  • Report the scam to Zelle directly at 1-844-428-8542 (open 8 AM–10 PM ET, 7 days a week).
  • File reports with the FTC at reportfraud.ftc.gov, the FBI's IC3 at ic3.gov, and identitytheft.gov if personal information was compromised.

  • Contact Zelle support at 1-844-428-8542 to report the scam for their internal records.
  • As a last resort, consult a consumer protection attorney — some firms specialize in Regulation E and EFTA violations.
  • File a police report for documentation, which may strengthen your bank dispute.

Additional Notes

Cash App

  • Cash App Pay transactions originating from the stored balance in the app will be refunded to the customer’s Cash App account balance.
  • Cash App Pay transactions originating from a linked debit card or bank account will be refunded to the original card or bank account.
  • Refunds for Stored Value Balance (SVB) are immediate.
  • Once a refund is confirmed, funds will be returned to the sender’s Cash App balance or linked bank account.

Zelle

  • Zelle is operated by Early Warning Services (EWS), owned by seven major U.S. banks including Chase, Bank of America, and Wells Fargo.
  • Since June 30, 2023, over 2,000 financial institutions have been required to reimburse qualifying imposter scam victims, but enforcement and interpretation vary widely.
  • Reports indicate that banks deny approximately 90% of scam claims — persistence and thorough documentation significantly improve outcomes.
  • The CFPB dropped its lawsuit against Zelle and EWS in March 2025, meaning there are currently no federal regulations compelling banks to refund all scam victims.
  • Zelle transactions are governed by the Electronic Fund Transfer Act (EFTA) and Regulation E, which protect consumers against unauthorized electronic transfers.
  • Never send Zelle payments to people you do not know personally — Zelle is designed for payments between trusted individuals, not purchases.
